Lowell Police Add More Busts In Operation That Took On 'Cocaine Cowboys'

Lowell police and Middlesex District Attorney Marian Ryan revealed new charges and more arrests as part of their three-year investigation to break up one of the area's most prolific drug gangs called Cocaine Cowboys.

Officials arrested 21 people in connection with several simultaneous raids police carried out last week. On Thursday, Dec. 15, authorities announced several more arrests. 

Those included:

  • Garrett McCann 23 of Lowell, has been charged with possession of a large capacity firearm, trafficking in cocaine more than 100 grams, possession of a firearm without a license, and possession of ammunition without a license.
  • Chad McCann, 29 of Lowell, has been charged with conspiracy to violate the drug laws, trafficking in firearms, carrying a firearm without a license, possession of a firearm without a license, and possession of ammunition without a license.
  • Zaeqwan Rodriguez 19 of Lowell, has been charged with conspiracy to violate drug laws.
  • Luis Rosaly Febo 38 of Lowell, has been charged with trafficking in fentanyl of more than 10 grams, and conspiracy to violate the drug laws.

Lowell police began surveilling the group allegedly led by Hector Arriaga of Lowell in 2019, but the scope of the operation quickly grew to involve more than 100 officers and agents from more than a dozen departments and agencies, Ryan said. Officers participated in undercover drug buys and intel operations for three years as they built out the web of players and leadership. 

Along with the 25 arrests and scores of chargers, investigators have seized more than 5 kilos of cocaine (12 pounds), 538 grams of fentanyl, 16 grams of oxycodone, 90 grams of Xanax pills, 21 grams of methamphetamine pills, $175,000 in cash, and 15 guns, officials said.
